2026 Garden City Water Damage Report: Flood History, Common Causes and Restoration Risks

Garden City’s relationship with water is different from that of most Treasure Valley communities. The city is a narrow, 4.2-square-mile urban enclave built directly along the Boise River. The river passes through the community from east to west, and Garden City estimates that approximately 74% of its properties are within the regulatory 100-year floodplain.
That geography makes river flooding an important concern, but it is not the only source of local water damage. Garden City’s mixture of established homes, manufactured housing, warehouses, commercial buildings, riverfront properties, and newer development creates a wide range of restoration challenges.
This report examines Garden City’s flood history, FEMA insurance-claim records, infrastructure, common causes of property losses, and the local water-damage restoration market.
Quick Findings
Garden City is located directly within the Boise River floodplain.

Garden City experienced documented low-area and commercial-property flooding during the prolonged high Boise River flows of 2017.
River flooding is only one part of the local water-damage market. Plumbing leaks, frozen pipes, sewage backups, roof intrusion, appliance failures, and crawlspace moisture are more common sources of everyday restoration work.
ZIP code 83714 includes areas outside Garden City, so this report uses FEMA’s specific Garden City NFIP community number rather than relying only on ZIP-code totals.
Where Is Garden City in Relation to the Boise River?

Garden City is approximately six miles long and ranges from about one-quarter mile to one-and-a-half miles wide. It is surrounded primarily by Boise, with Eagle along its western side. Chinden Boulevard runs parallel to the Boise River, which passes through the length of the city.

The dams allow water managers to regulate much of the river’s flow, but they do not eliminate flood risk. Large snowpacks, prolonged runoff, heavy precipitation, reservoir storage limitations, river obstructions, erosion, and changes to the river channel can still produce dangerous conditions.
How Much of Garden City Is in the Floodplain?
The City of Garden City estimates that roughly 1,700 properties are in the regulatory floodplain and that approximately 74% of properties within the city are in the 100-year floodplain. City of Garden City flood information
A “100-year floodplain” does not mean flooding occurs only once every 100 years. It represents an area with a 1% chance of experiencing the mapped flood event in any given year. Risk accumulates over time, and multiple floods can occur within the same decade.
The City also states that the Boise River reaches approximately 7,000 cubic feet per second at the Glenwood Bridge, considered flood stage, once every five years on average. These events have generally caused minor inconvenience or damage, but the City warns that future flooding could create substantial community expense.
Garden City’s Flood-Map Situation
Flood maps are important, but Garden City’s mapping situation deserves additional explanation.
FEMA Flood Insurance Rate Maps adopted for Ada County in June 2020 show Garden City in what the City describes as “seclusion.” This means Garden City was excluded from some of the modeled floodplain changes to allow additional time to evaluate existing levees and other possible flood-mitigation measures.
The existing regulatory maps therefore continue to determine floodplain construction requirements and flood-insurance obligations within Garden City. However, the City recommends that property owners also review the anticipated floodplain maps because they may show additional potential risk. Garden City flood-map explanation
For a property-specific determination, homeowners should:
Enter the address into the FEMA Flood Map Service Center.
Review Garden City’s current and anticipated floodplain information.
Ask the City whether it has an elevation certificate for the property.
Consult a licensed surveyor or engineer when an elevation determination is required.
Discuss flood-insurance availability with a qualified insurance agent.
A line on a map is not a guarantee that one side will flood and the other will remain dry. Surface drainage, foundation elevation, crawlspace design, nearby development, river obstructions, and the precise path of the water can affect individual properties.
Garden City NFIP Flood-Claim Data
FEMA publishes anonymized National Flood Insurance Program claim records through OpenFEMA. The public dataset contains claim history from 1978 to the present and is generally refreshed every 40 to 60 days.
For this report, we filtered the dataset using Garden City’s NFIP community number, 160004, rather than relying only on ZIP code 83714.
That distinction matters. A ZIP-only search produced 21 records, but ZIP code 83714 also covers portions of Boise and surrounding areas. Filtering by the NFIP community number returned six records specifically assigned to Garden City, City of.
As of FEMA’s July 16, 2026 data update:

The recorded payments consist of net building, contents, and Increased Cost of Compliance payments contained in the public dataset. The amounts have not been adjusted for inflation.
What the Data Shows
Five of Garden City’s six publicly available NFIP claim records occurred in 2017. Two of the 2017 records show paid losses:
Approximately $15,588 in combined building and contents payments for a March 2017 claim
Approximately $3,307 in building payments for a June 2017 claim
The remaining records show no public payment.
Three of the six records are currently associated with FEMA Zone AE, while three are associated with Zone X. This does not mean that the two zones have equal risk. The sample is too small for that conclusion, and a property’s current recorded zone may not always match the conditions or mapping in effect on its date of loss.
What the Data Does Not Show
The NFIP table should not be described as Garden City’s complete water-damage loss history.
It does not include most:
Burst-pipe claims
Appliance leaks
Water-heater failures
Roof leaks
Sewage backups
Irrigation failures
Groundwater or seepage losses
Claims paid under conventional homeowners policies
Uninsured damage
Private flood-insurance claims
Losses that were never reported
A zero-dollar record does not necessarily mean that no damage occurred. A claim may close without payment because the loss was below the deductible, the damage was not covered, documentation was incomplete, or another nonpayment reason applied.

How Common Are Non-Flood Water-Damage Claims?

No complete public database reports every privately insured water-damage claim in Garden City. National homeowners-insurance figures provide some context.
The Insurance Information Institute reports that water-damage and freezing claims occurred at a rate of approximately 1.61 claims per 100 insured house-years during 2018–2022. The average claim severity was approximately $13,954.
That is roughly equivalent to one water-damage or freezing claim for every 60 insured homes per year, although the actual frequency and cost vary by property, construction, maintenance, climate, and insurance coverage. Insurance Information Institute
These national figures should not be presented as Garden City-specific claim averages. They demonstrate why ordinary plumbing and freezing losses can represent a much larger portion of the restoration market than the NFIP claim count suggests.
A Brief History of Boise River Flooding Near Garden City
Before the Dams
Before the Boise River was regulated by major upstream dams, spring flooding was a recurring part of the landscape. Garden City’s historical account describes a floodplain covered with cottonwoods, willows, bulrushes, and grasses adapted to seasonal inundation.
The original Fort Boise trading post farther west was abandoned in 1854, partly because of flooding. Although this occurred outside present-day Garden City, it illustrates the Boise River Valley’s long history of damaging floods.
The 1943 Flood
The National Weather Service identifies 1943 as the last time the Boise River experienced a flood corresponding to its current major-flood description near Boise and Garden City.
That event occurred before the present system of upstream dam control was complete. A comparable modern event could flood low-lying homes and businesses, inundate parks, damage riverbanks, and create additional problems where debris collects at bridges or channel restrictions. Flood Control and Development
Boise River Flood Control District No. 10 was formed in 1971. The district performs river maintenance from Plantation Island through Caldwell and works to reduce damage to public and private property.
The district explains that development in Boise, Garden City, and Eagle during the 1970s and 1980s narrowed portions of the river corridor. A tighter channel can concentrate the river’s energy, increasing erosion and complicating flood management. Boise River Flood Control District No. 10 history
The 2017 High-Water Season
The 2017 winter produced heavy snowfall throughout Idaho, followed by an extended period of snowmelt and high river flows.
In May 2017, a fallen tree created an obstruction near 46th Street and the Riverview Business Park. Water affected an area occupied primarily by warehouses and businesses.
By June 6, the Boise River was flowing at approximately 9,500 cubic feet per second at the Glenwood Bridge. Low-lying areas in Garden City experienced flooding, including the University of Idaho Extension property, where the parking lot was inundated, compost piles floated away, and a supply shed was affected. The 2017 event also damaged portions of the Greenbelt and riverbanks and produced ponding in the Garden City warehouse district.
The five Garden City NFIP claim records from 2017 are consistent with a year of documented local flooding, but the public data does not provide enough address-level information to connect every claim with a specific river event.
Current Garden City Flood-Mitigation Work
The U.S. Army Corps of Engineers and the City of Garden City are conducting a General Investigation Study focused on flood risk near Garden City.
The City states that the investigation is a response to frequent flooding that threatens property, infrastructure, and public safety. The study is examining structural and nonstructural alternatives intended to reduce risks to human life, critical infrastructure, and the local economy.

A federal study does not mean that a specific construction project has already been selected or funded. It means the agencies are evaluating risks, alternatives, costs, and possible future recommendations.
Common Causes of Water Damage in Garden City

1. Boise River Flooding
River flooding is Garden City’s most distinctive water hazard. High flows can affect low-lying properties, commercial areas, roads, crawlspaces, manufactured homes, garages, landscaping, and buildings close to the river.
Water from an overflowing river is generally treated as contaminated because it may contain soil, sewage, chemicals, microorganisms, and debris.
2. Riverbank Erosion and Obstructions
Flood damage can result from more than water overtopping a bank. Trees, sediment, debris, and changes in the river channel can redirect flow or create localized backups.
Riverbank erosion may also threaten landscaping, pathways, utilities, foundations, and structures near the river corridor.
3. Stormwater and Street Drainage
Garden City’s roads, public rights-of-way, bridges, and much of its storm-drainage infrastructure are managed through the Ada County Highway District.

4. Plumbing Supply-Line Failures
A broken pipe, failed fitting, or loose appliance connection can release water rapidly. Water may travel underneath flooring, behind cabinets, inside walls, or into an adjoining unit before it becomes visible.
Properties with older plumbing deserve careful inspection, but new pipes and fittings can also fail because of installation defects, physical damage, pressure, freezing, or defective components.
5. Frozen Pipes
Treasure Valley winter temperatures can freeze plumbing located in exterior walls, crawlspaces, vacant buildings, warehouses, manufactured homes, and poorly insulated areas.
Manufactured homes may have plumbing below the floor assembly, where damaged insulation, missing skirting, disconnected heat tape, or cold air can increase freeze exposure.
6. Manufactured-Home Water Damage

Water losses in manufactured homes can present special challenges:
Water may become trapped inside the underbelly membrane.
Wet insulation may conceal the extent of the loss.
Plumbing is often located beneath the floor.
Particleboard or composite subflooring can swell rapidly.
Skirting may restrict access.
Narrow cavities can complicate drying.
Floodwater can affect anchors and foundation components.

7. Roof and Building-Envelope Leaks

Low-slope commercial roofs can allow water to travel significant distances before it appears inside the building.
8. Appliance and Water-Heater Failures
Washing machines, dishwashers, refrigerators, water softeners, and water heaters are common sources of sudden water loss.
A small refrigerator-supply leak may remain hidden behind cabinets for weeks. A washing-machine or water-heater failure can release a much larger volume in a matter of minutes.
9. Sewer and Drain Backups

10. Crawlspace and Hidden Moisture
Properties built over crawlspaces may experience moisture from flooding, plumbing leaks, poor drainage, condensation, or groundwater.

Warped flooring
High indoor humidity
Discolored insulation
Corrosion
Mold growth
Condensation on ducts or plumbing
Because the source may be below the occupied space, the problem can continue unnoticed.

The Garden City Restoration Market
Garden City is surrounded by Boise and closely connected to Eagle, so many restoration contractors market themselves broadly as Boise or Treasure Valley companies.
The city nevertheless has needs that are not identical to the surrounding market:

The appropriate restoration company is not necessarily the one with the largest advertisement. It is the company with the training, equipment, documentation systems, staffing, and project-management ability required for the specific loss.

How drying goals will be determined

What readings will support equipment removal
Verify Equipment Capacity
Depending on the loss, the contractor may need:
Professional extraction equipment
Portable or truck-mounted extraction
Air movers
Commercial dehumidifiers
Air-filtration devices
Moisture meters and probes
Containment materials
Cleaning and disinfection equipment
Temporary power or access to additional equipment
Enough staff to monitor the project consistently
A warehouse or widespread river loss can require substantially more equipment than a bathroom supply-line leak.
Ask About Contaminated Water Experience
Floodwater and sewage require additional precautions. Ask how the company evaluates contamination, protects occupants, prevents cross-contamination, and documents cleaning.
Understand Who Performs Reconstruction
Ask whether the company:

Flood Insurance Versus Homeowners Insurance
Standard homeowners insurance may cover certain sudden and accidental interior water losses, such as a burst pipe or failed appliance, depending on the policy.
It generally does not cover flooding from an overflowing river or surface water. That type of loss usually requires a separate flood-insurance policy.

Garden City’s flood exposure is real and unusually significant for the Treasure Valley. The city is built along the Boise River, a large portion of its properties fall within the regulatory floodplain, and recent history shows that prolonged high flows can affect roads, commercial areas, riverfront land, and insured properties.
