Meridian properties remain exposed to plumbing failures, appliance leaks, irrigation problems, winter freezes, roof intrusion, sewage backups, and occasional flooding along local waterways.

This report examines Meridian’s documented flood history, publicly available insurance claim data, common causes of residential water damage, and the local restoration market. Its purpose is to help Meridian homeowners understand their risks and make informed decisions before an emergency occurs.

The 2017 records have dates of loss between February and May. This period overlaps with Idaho’s unusually severe 2017 winter and spring flooding. The Idaho Office of Emergency Management reported that the winter brought exceptional snowfall and subsequent flooding across the state. Important Data Limitations

These numbers should not be described as Meridian’s total water-damage losses.

  • NFIP data primarily represents insured flood claims, not ordinary homeowners water losses.

  • A claim record with zero payment does not necessarily mean that no damage occurred.

  • The table counts claim records, not necessarily five different buildings.

  • ZIP-code boundaries do not precisely match Meridian’s incorporated city limits.

  • Historical payment amounts have not been adjusted for inflation.

  • Properties without NFIP coverage will not appear in the dataset.

  • Private flood policies and conventional homeowners claims are not included.

  • FEMA anonymizes geographic information to protect policyholders.

The small number of NFIP records should not be interpreted to mean that Meridian has experienced only five water-damage incidents. It shows only that five records matched the selected ZIP codes in this particular federal flood-insurance dataset.

Meridian’s Documented Flood History

The 1963 Flood

This event illustrates an important Treasure Valley flood pattern: water problems can result from a combination of accumulated snow, warming temperatures, rainfall, frozen or saturated ground, and inadequate drainage.

The 1982 Flood

The 2017 Winter and Spring

Idaho experienced an unusually wet and destructive winter in 2017. Heavy snowfall, warming temperatures, rain, and frozen ground contributed to flooding across numerous parts of the state.

OpenFEMA data contains four Meridian ZIP-code claim records from February through May 2017. Together, those records account for the approximately $20,183 in NFIP payments identified in this report. The records establish that insured flood losses were reported in the Meridian ZIP-code area, but they do not disclose the affected addresses.

Meridian’s Creeks and Floodplain

The City of Meridian identifies four waterways mapped by FEMA as Special Flood Hazard Areas:

  • Fivemile Creek

  • Eightmile Creek

  • Ninemile Creek

  • Tenmile Creek

Meridian participates in the National Flood Insurance Program and has earned a Class 8 Community Rating System designation. The rating recognizes floodplain-management activities that go beyond the NFIP’s minimum requirements and may provide qualifying residents with flood-insurance premium discounts. A property does not have to sit directly beside a visible creek to experience water intrusion. Culverts, roadway grading, nearby development, stormwater retention systems, blocked drains, and changes in surface runoff can all influence where water travels.

Homeowners can check a property’s mapped flood designation through the FEMA National Flood Hazard Layer. The City’s Public Works Department can also help determine whether a Meridian property is within a Special Flood Hazard Area or designated floodway.

A FEMA map is an important starting point, but it is not a guarantee that a property outside a mapped high-risk zone will never flood.

The Ninemile Creek Flood-Mitigation Project

Ninemile Creek passes through an important portion of central Meridian. The City of Meridian, Meridian Development Corporation, FEMA, the Ada County Highway District, and other agencies have worked on improvements intended to reduce flood risk near downtown.

Why Irrigation Matters in Meridian

Meridian’s development history is closely connected to irrigation. The City’s 2023 Water Conservation Plan states that surface water from the Boise River watershed has historically been delivered throughout virtually all land within Meridian’s past, present, and anticipated city limits.

Most Meridian residents receive landscape irrigation water through systems managed by irrigation districts or homeowners associations. As agricultural properties are developed, surface water previously delivered through agricultural systems is often transferred into pressurized neighborhood irrigation networks. Be Cautious of Pressure and Guarantees
